Is Your HR Tech Stack Ready for 2027? 5 Signals From HR Tech 2026

At HR Tech 2026 in Las Vegas, we spoke with more than 300 HR leaders at ClearCo's booth. Few were shopping for another piece of HR software. Most were asking a harder question: whether their HR tech stack could keep pace with the demands of 2027. Five signals surfaced repeatedly: talent tools bolted onto payroll, no unified view of the workforce, rising candidate fraud, learning and engagement operating on the margins, and hiring volume that is outgrowing the team.

That second figure shaped how we approached this recap. Most of the people we met are not the final decision-maker. They are the ones responsible for identifying the problem, building the business case and presenting it to their CHRO or CFO. Each signal below is framed to support that work, whether you lead the HR function or advise the people who do.

Signal 1: Your payroll suite is handling talent work it wasn't built for#

One comment came up more than any other, nearly word for word: "We're happy with payroll. We're not happy with recruiting." We heard it from teams on several of the major payroll-first suites. Some said their recruiting tools couldn't keep up with hiring demand. One team said plainly that they dislike the LMS bundled with their payroll provider.

The pattern is understandable. Payroll-first platforms are engineered to run payroll accurately and on schedule, so the payroll process rightly receives most of their investment. Recruiting, performance and learning tools tend to receive less attention, and the gap becomes visible as soon as hiring accelerates or a review cycle begins.

Should you keep your payroll provider and replace the talent tools?#

In many cases, yes. Improving hiring, onboarding or employee development doesn't require replacing a payroll system that works. A unified talent platform can operate alongside your payroll and HRIS, syncing employee data in both directions to keep records accurate and reduce errors from manual re-entry. The most practical starting point is the area of the talent lifecycle where the pain is most acute, which is usually hiring.

ClearCo connects with more than 100 HRIS, payroll and screening partners, so teams can keep their payroll and upgrade the talent layer. See how ClearCo's Recruiting Experience manages applicant tracking, interviews and offers in one place, or compare options in our guide to the best applicant tracking systems.

Signal 2: Your hiring data never meets your performance data#

Many of the teams we met juggle separate HR systems: one for applicant tracking, another for payroll and a third for learning. One HR leader summarized their setup as "information everywhere." Another oversees several child companies and wanted a single place to report across all of them. A third, at a 3,500-person organization working with three separate vendors, wanted hiring, performance and learning data to finally tell one story.

The fix isn't simply fewer vendors. Payroll-first suites often unify payroll and core HR records well, but their recruiting, learning and performance tools were frequently built or acquired separately, and they tend to keep their own data. One logo on every screen doesn't mean the candidate a recruiter hired and the employee a manager reviews a year later are connected.

That gap matters because the questions leaders most want answered sit across those lines. Does your best sourcing channel produce your strongest performers? How long does it take a new hire to become fully productive, and what shortens it? Which teams lose new hires in the first 90 days? Before anyone can answer, someone has to export, match and reconcile data by hand, and by then the answer is already out of date.

How do you know your talent data is disconnected?

Watch for these signs:

  • You can't measure quality of hire, because hiring data never meets performance data
  • You can't say how long new hires take to reach full productivity, or which roles and teams take longest
  • Interview scores and assessments stay behind in recruiting when a candidate becomes an employee
  • Reporting across hiring, performance and learning takes days of manual work instead of updating in real time
  • Leaders get different answers to the same question depending on which system or module they check

If two or more sound familiar, the issue isn't how many vendors you have. It's whether your talent data stays connected from the first application onward. As with Signal 1, that doesn't require replacing a payroll system that works. It requires a talent layer where hiring, onboarding, performance and learning share the same record of each person, so outcomes like quality of hire and time to productivity are measurable rather than estimated.

The cost of leaving that gap open reaches the bottom line through slower ramp-up, duplicated effort and avoidable turnover. Read Nucleus Research's analysis of how ClearCo delivers measurable ROI through its unified platform.

Signal 3: You don't have a plan for candidate fraud#

Time and again, HR leaders asked us how to identify fraudulent applicants. The concern is well founded. In a Gartner survey of 3,000 job candidates conducted in the second quarter of 2025, 6% admitted to interview fraud, either posing as someone else or having someone pose as them. Gartner also predicts that by 2028, one in four candidate profiles worldwide will be fake.

How can HR teams catch fake candidates before they're hired?#

No single safeguard stops fraud, but a few consistent practices close most of the gaps:

  • Verify identity as part of the hiring workflow, not as a separate step after the offer
  • Run background checks and I-9 verification from the candidate record, so results stay tied to the right person
  • Use structured interviews and scorecards, so inconsistencies between a resume and a conversation stand out
  • Maintain an audit trail of every check, so you can show what was verified, when, and how your process aligns with applicable employment and labor laws

ClearCo Background Checks builds identity verification, criminal screening and I-9 management directly into the hiring workflow. Checks launch from the candidate profile or the offer, and status updates appear in real time inside recruiting.

Signal 4: Learning and engagement live outside your core platform#

Several HR leaders arrived at the booth in the middle of a learning and development initiative or a push to improve retention. One team was running an employee engagement project and a learning management system search simultaneously because people kept leaving. Another ran engagement surveys in a general-purpose survey tool, separate from every other system their HR team uses.

These initiatives are interconnected, even when the tools behind them are not. Engagement results reveal where managers and employees are struggling, learning is often part of the remedy, and performance data shows whether it worked. When surveys, learning platforms and performance reviews each live in separate systems, HR is left with three partial stories rather than one coherent picture of employee development.

What should you look for in an LMS that actually gets used?#

  • Learning tied to real roles. It should personalize learning around each person's job, skills and goals rather than simply offering a course catalog.
  • Fast content creation. Your team should be able to turn existing policies and guides into training programs, including compliance training, without a lengthy design process.
  • A user-friendly experience on any device. A mobile app matters for frontline and distributed teams, and an intuitive interface determines whether people come back after the first course.
  • A link to performance and engagement. You should be able to see whether skill development changes how people perform and how they feel about their work over the long term.

On ClearCo, Learning Management sits on the same platform as Employee Engagement and Performance Management. That includes an AI Course Builder, a library of about 10,000 courses, and pulse survey and eNPS results alongside performance data.

Signal 5: Your hiring volume is growing faster than your team can handle#

Some of the most candid conversations came from small business HR teams and fast-growing organizations. One 150-person company makes 50 to 60 hires a year, with every step handled manually. A 1,200-person company described rapid growth and an urgent need to scale hiring before it falls behind. Teams like these don't need a larger HR function. They need the coordination work taken off their plate.

AI is part of the answer for many of them, and it was the most-selected area of interest on our booth lead forms. Yet the questions were practical: HR leaders wanted to know what AI does in the real world, day to day, and who remains accountable for the decisions.

How can AI help HR teams save time?#

The largest gains come from the work surrounding hiring decisions, not the decisions themselves:

  • Intake: guiding hiring managers to define the role and success criteria before sourcing begins
  • Screening: running first-round screens and returning ranked results with transcripts
  • Interview prep: giving interviewers a concise candidate summary and questions tied to the scorecard
  • Admin: reassigning open roles, sending updates and keeping the process moving

ClearCo's Talent Agents for hiring handle this work. They are embedded in the recruiting workflow and operate within your existing permissions, while recruiters and hiring managers review the results and make every call. The goal is capacity, not cuts: hours returned for the conversations that require a person. To learn more, watch the webinar Five HR Agents Every Leading Company Will Have by 2027.

Get your HR tech stack ready for 2027 with ClearCo#

If one or two of these signals sound familiar, you're in good company:

  1. Your payroll suite is handling talent work it wasn't built for
  2. Your hiring data never meets your performance data
  3. You don't have a plan for candidate fraud
  4. Learning and engagement live outside your core platform
  5. Your hiring volume is growing faster than your team can handle

These five came up in conversation after conversation at HR Tech. The good news is that none of them has to be solved all at once.

ClearCo is a unified talent platform that connects hiring, onboarding, performance, engagement, learning and compensation, so HR can build better employee experiences from first application to promotion.
